PROVISIONAL REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-12.
Regulations for the Naval Forces of the Commonwealth—H.M.A. Training Ship “Tingira.”
I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that, on account of urgency, the following Regulations under the Naval Defence Act 1910-12 should come into immediate operation, and make the Regulations to come into operation accordingly as Provisional Regulations.

Regulations (Provisional) for H.M.A. Training Ship “Tingira.”
Amendments.
Cancel the whole of Regulation 6.
Cancel the whole of Regulation 7.
Cancel “captains” in the third line of Regulation 8 (1) and substitute “cater boys” in lieu thereof.
Cancel “dozen” in the first line of Regulations 8 (2) and substitute “a sufficient number of” in lieu thereof.
Cancel “2s.” in the first line of Regulation 10 (1) (c) and substitute “5s.” in lieu thereof.
Cancel “Boys’ Fund quarterly and paid over to the carpenter” in Regulation 10 (2) and substitute “boys on the ledger” in lieu thereof.
Add the following at end of Regulation 12 (2)—
These materials are never to be considered the private property of the tailor or shoemaker, and only such quantities are to be issued as will be sufficient for current requirements.
The value of any material so used will be charged on the ledger against the clothing allowance of the boy, or debited in “Clothing Charges” column, in the usual manner.
Add at the end of Regulation 14 (1) “provided he has been twelve months in the service.”
Add at the end of Regulation 14 (2) “provided he has been twelve months in the service.”

Add new Sub-Regulation (4) to Regulation 14 as follows;—(4) In the case of a boy discharged within one year of entry who is in debt on his clothing gratuity account (Financial and Allowance Regulation 43 (III)) his kit or portion thereof should be recovered and sold in the manner laid down in the King’s Regulations, except such as is sufficient for his requirements. Any balance received from the sale of the kit in excess of the amount required to pay debt is to be paid to the boy.
Cancel “one shilling” in the first line of second paragraph of Regulation 15 and substitute “two shillings and sixpence” in lieu thereof.
Cancel “A sum of £10” in the first line of Regulation 19 and substitute. “A sum of not more than £10” in lieu thereof.
Cancel (“to the value of £5”) in the first line of Regulation 24 and substitute (“to the value of not more than £5”) in lieu thereof.
Cancel in Regulation 29 (1)
For a badge, 3d.
For an instructor boy. 1s. (inclusive of crown and badge pay)
and substitute.
For a badge, 6d.
For an instructor boy, 1s. (exclusive of crown and badge pay)
respectively in lieu thereof.
Add at end of Sub-Regulation (3) of Regulation 29 “Advanced class and Signal Boys may retain their badges.”
Add at end of Sub-Regulation (4) of Regulation 29 “Acting Instructor Boys may be rated at the Captain’s discretion in the event of there being no suitable boys who have completed their courses.”
Cancel under No. 9 of Regulation 31 (1) “(not to exceed, one week)” and substitute “(not to exceed two weeks)” in lieu thereof.
Cancel in Regulation 31 (1) from “Scale for leave breaking” to the end of Sub-Regulation.
Cancel a “sum not exceeding 3d.” in Regulation 32 (1) and substitute” a sum not exceeding 1s. to be deducted from weekly pocket as directed by the Captain” in lieu thereof.
Cancel the whole of first paragraph of Regulation 37 (3) and substitute, the following:—
“Within seven days after the close of the quarter the balance of pay of each boy after allowing for payments as above, and any allotments, shall be paid into the Commonwealth Savings Bank to the credit of the boy,”

Add new Sub-Regulation (5) to Regulation 37 as follows:—
“(5) In special circumstances such as boys going on week end or Sunday leave, the Commanding Officer may allow boys who are in credit to draw an additional sum on account of weekly pay not exceeding 2s.”
